You can get close using multiple masked layers and variations of effects like Trapcode Form, MIR, Fractal Noise, Turbulent Displace. There is no one-click one-effect solution. This took about 2 minutes:

All that is left is to animate the Fractal in MIR. You can get similar results with Fractal noise. Repeat with a bunch of odd-shaped layers with masks and you're done.

This has nothing to do with basic AE. Either it's some plug-in or something completely different. It's essentially some 3D texture moving through a surface and creating the pattern. More to the point, these are in fact multiple procedural textures mixed together. Perhaps it can be done in Substance Designer, otherwise you likely need to find out which 3D program and what textures were actually used.
