I cant seem to understand the task at hand with a tutorial

I dont see a box with a target inside that I am supposed to click that is to the right side of the Reflection Center. Am I doing something wrong?

According to that tutorial, you need the Effect Controls panel open. 

It's under Window > Effect Controls (it will probably have the current layer name next to it). 

It's not an entirely alphabetical list so it's in the second grouped area.

The layer will need to be selected in order to see its effects in Effect Controls.

Window --> Effect Control. I suggest you actually start by reading the online help on basics liek UI items and usage before even delving into tutorials or you'll be forever lost with even the most basic things.
