AE cannot generate persistent image data in the way you think it should and that is that. There isn#t even a simple way to integrate clipboard data in an effect buffer, since they're basically separate APIs. Until this changes your envisioned workflow is not possible.

Huh? Sorry, but this is just a post nobody will be able to make any sense of unless you explain exactly what you are asking for like pasting what type of data from what programs and in what form.

To clarify: We would be looking at copying images from power point, and google sheets which contain storyboard frames as pngs or jpegs. Then hoping to paste them into AE directly. But instead, the workflow now is to copy images from ppt boards, paste them into photoshop or illustrator, resize them to our 4k full-frame, export them as transparent PNGs as needed, then import those files into AE. We could eliminate those steps by pasting them directly into AE. But importing from clipboard seems not to work. Since in a motion project we might have 100 frames, the more work involved for each one adds up to a lot of time.

we all hope the software could do whatever we think of, This is not the way how after effects wokflow, the Name simply " AFTER " Effects. so as a main part of the proper workflow you have to prepare things in Phosotop or illustrator .
