Intel i7 Raptor Lake Computer Build Is It Better Than Alder Lake?

I'm building a workstation on a budget I plead for your help.

Right now, I'm really focused on the i7 Alder or Raptor lake processors. Does anyone have an opinion on the two? The 13700k is around $100 more than the 12700k and offers more cores, higher clock speed, including higher individual clcok scores. I've poured over what I have seen on Adobe and Pugget but I haven't seen anything about Raptor Lake. Does anyone have any experience with the new processor? Is it worth the $100? I'm on a budget and want to buy the best machine I can but every dollar counts. 

I would be greatful for whatever advice any of you can give. 

Oh, and if you have recommendation for a Motherboard I am all ears.
