Is 12100F better instead of a 10400F to run After Effects?

The processor is only one part of the whole equation and both processors will "run" AE just fine, but of course their overall performance will be dictated by the rest of the system liek available RAM, GPU functions, storage I/O affecting cache performance and ultimately what you plan on doing in your projects, what plug-ins you use and so on. In that regard even a core10i can be slow as hog if the rest is not up to par. In your case the difference should be minor, though. Those lower end intel processors haven't really changed much in the last seven or so years and the difference would be minor. As written above, other factors might be more critical, so rather than looking at specific processors try to find a well-balanced notebook (?) with 16 GB RAM, an NVidia or AMD GPU and not just the onboard intel and a reasonable 512 GB SSD. At the end of the day even a three year old model with higher quality components could be better than the latest cheapest option.
