I haven't used After Effects for a very long time but this has never happened. It could just be a hardware problem with my computer but it seems like its part of the program. the jitter is always the same. at some parts there is no jitter but at others there is a lot. See attached video.

Update : I thought I'd just fixed the problem by starting again but as soon as I made a time stretch on a clip it started jittering. The jitter is only in the clip that i stretched.

Another Update : I assumed that the problem was only inside the composition panel. turns out the jitter stays when i render the video

If that's supposed to be a preview, it isn't. Note that the timeline cursor isn't moving.
"A very long time" sounds to me like it's, "before Creative Cloud". If you're used to AE just simply working after you run the installation disk, you should know that things have changed. For the worse. A CC rental makes you an unwitting part of the Adobe Unpaid Beta Tester Program. Diagnosing the problem(s) could take a lot of doing. And time.
I'm not the guy to help you, but others will be along to ask the necessary questions to help you along.

Yikes, that doesn't sound like fun. For now I think I'll move to my desktop and see if it's alright on there. Thanks for your help

Also, if the Timeline Cursor is the red line and not the blue it is moving, just subtly because the timeline is zoomed out quite far. sorry if I'm wrong about what the Timeline Cursor is.
