Layer is being cut off for seemingly no reason

Attached is not the actual project file I'm working on, but a replication with just a short 2 second clip of random video, the real project is tied up with Premier and whatnot. I wanted to get as simple of a file so that I can just focus on the issue.
The template was originally 1920x1080, I want my video to be 4:3 (4096x3072). My oringal video is 16:9 4k footage that in the Premiere project has been scaled 144% to fit and now in the After Effects project has been scaled to 144% to fit. Everything works fine until the final step, the sketch step. The footage looks and opperates as expected in the first 3 steps.
In the sketch step all of the light, medium, dark, squiggle and swoop textures are bound to a 1920x1080 box. The outline textures fit the video perfectly. All of the light, medium, dark, squiggle and swoop textures are following the outlines perfectly within the 1920x1080 box. So if I scale the dark texture for example to 144% it just takes the shape that fit with the outline and blowing it up so in no longer fits the outline. To me this suggests that there is something cutting off the texture layers from going outside the 1920x1080 box.
Any help would be greatly appreciated as I have spent more than 5 hours on this so I feel like I am going crazy 🙂
