Layering for carousel effect.

The above video illustrates the layer order issue I am having with this effect. As the person in the front of the carousel moves toward the back, they should be underneath the person rotating to the front of the carousel and so forth. How would I achieve this effect without manually creating new layers and reordering them every time a person is to pass in front or behind?

Thank you! This video shows some very powerful tools. I am relatively new to the program so I will have plenty of material here to wrap my head around.
