Magnify Effect is doubling the gif and everything I try to apply it to.

Hi I am trying to just magnify one part of a .mov file that I created and the brought back into after effects to add the magnify effect to one area of it. I have tried putting a solid layer behind it all, I have tried putting the Magnift effect on an adjustment layer, I have tried putting the magnify effect on the same layer as the .mov file that i am trying to magnify part of, I have tried putting it on a shape layer and adjustment layer and moving it above and below and literally everywhere to see why this is happening and how to stop it and NOTHING is working. I am losing my mind over here and the "fixes" people have suggested in other forum posts on this issue DO NOT WORK. The magnifying issue is still happening and I have shut down and restarted creative cloud and my computer and I am still having this issue. HELP!!!
