Motion Inside of a Shatter Pre-Comp

I have a 6-layer PSD that I imported into AE. Though it comes to my seq. as a composition, I precomposed it for the shatter 3d effect. I did my tweaks and it behaved as expected. 

Then I got the notion to make a part of the logo move from off-screen to on-screen inside the comp using the shatter effect. I can NOT see the movement in the full comp. I can see the move in the PSD comp, where I have the 2 keyframes. 

Is it that you can not mover elements inside of the comp if the shatter has been applied?

Your workflow makes no sense. The shatter effect cannot respond to animation in the layer itself, i.e. your pre-comp. you have to move the layer in the parent comp where the effect is applied.

I took it at as the logo assembling in the precomp, then the shatter is applied in the main comp (after the logo has assembled)

I think you should be able to do this.  I'm going to guess that maybe the comp's aren't synchronised so the precomp animation is happening before the timeline starts or and I suspect this is more likely, your GPU has silently crashed and AE is not updating.  Shatter is an older effect and I don't think it is particularly optimised (I might be wrong in that).  If you try restarting your computer and the problem persists, can you post some screenshots and we can see if there's an issue to spot.
