motion tile glitch?

i'm an instagram editor and i use after effects cc 2019 to edit. i was doing a simple zoom out transition when the motion tile i added wasnt working. it'll work for half the clip and the other half it just goes away. please help. the first two screenshots show my motion tile settings and what happens if i bring the scale down. if i bring the scale down, you can see that motion tile is added. the last two screenshots show that one keyframe looks like theres no motion tile but if you move over a keyframe it shows up.
