Motion Tile isn’t working

For the first 2 seconds there is Motion Tile effect on the video, but then it dissapears (you can see it on the screenshots). Is there any way to fix it? 

I tried CC RepeTile too, and it doesn't work either. 

It's AE 2020.

Well, are you sure it isn't actually the Sapphire effect? You may simply require another level of pre-composing/ nesting to get correct results.
