Move Mesh Warp Position

Hey, i was wondering if it is possible to move the mesh warp postion before you start working to center the grid on a particular part of the object

No, it is not possible. Even if you apply the effect to an adjustment layer it can't be moved. Maybe the puppet tool is a better option to create a deformation mesh exactly where you want.
