Need help with an after effects edit

Hello, I'm a complete novice when it comes to After Effects.

I want to make an edit to a sports video & was hoping that someone could help me with creating it.

I want to make a football player electrified by lightning.

Can I do it with a video? or would I need to take a still & just have the still electrified?

Btw, I have NO CLUE how to do any of effects.

I can do edits & produce videos, but this is a whole new world to me.

Any help would be appreciated.
