Not able to correctly export gif files

Not able to correctly export gif files... So i made my friend a profile picture and ive made alot in the past and never had a problem with this idk why it all of a sudden started happening. so i have my png file placed in after effects and i added a glitch effect over it. i use media encoder to export the file ( file<Export<Add to media encoder queue ) after i do that i will tweak the settings slightly, 24fps 500x500 and file type as a gif. but when i export it there is like 200 files made creating every frame, so i was like ok made its because "export as sequence" is on so i disable it and try to export again, this time it was only 1 file but no motion at all. it was a .gif file but had no motion compared to how it was meant to have coming out of AE. if you have any solutions or ideas to help please lmk.
