Pixel Motion Blur bug?

I've applied time remapping to a layer in a comp along with Pixel Motion Blur. I'm running into a peculiar issue where the monitor frame will stay completely frozen, even though it's green bar-ed. The audio will play fine but the monitor stays stuck. I added effect opacity keyframes on the PMB at the same timecodes as my time remapping, plus two additional keyframes on either side of those, one frame behind/in front. So basically my comp is set up to have 0% opacity on the pixel blur until the keyframe before the time remap starts, then on the very next frame it's at 100%, stays at 100% until the last keyframe in the time remap, and then back to 0% the frame after. What's weird is that if I change the order of the keyframes, ie 100%-0% instead of 0%-100%, it works fine. Furthermore, if I keep the keyframes in the same order but change the 0% keyframe to 1%, it works. Am I missing something really basic here? Or is this just a bug? Is there a more efficient way to achieve what I'm going for all together? I appreciate any help.

Sounds like user error. The freeze could be just time remapping keyframes, check the time with the Graph Editor. This is a problem best diagnosed with some uncropped screenshots that show the modified properties of the layer giving you problems. Time remapping problems are best diagnosed if you look at the graph editor showing the value graph.

I really don't understand your explanation very well but if I were doing something to a layer, then time remapping it, then going back to the same source footage a little later with other effects I would probably split the layer twice, precompose the part in the middle that has time remapping applied, adjust the time in the pre-comp, then continue.
