I'm attempting to convert a 2D photo into 3D effect using a depth map. I created a grid from a white solid but the rotate tool can only rotate left of right with no way of tilting the grid to create a depth plane. Is there a plug in avaialable for AE to achieve this?

If a layer doesn't have X Y and Z rotation parameters avaialable, you haven't switched on 3D for that layer.
With no disrespect intended, this is a rudimentary element of After Effects. It sounds like you are tryimg to run before you learn to walk. I strongly suggest you commit some time to learn the basics of AE or you will keep being frustrated.

When you know your way around AE a bit better, there are numerous tools that can help you simulate 3D from a 2D image. Here's a good one for starters:
