Quality compound blur

I'm looking a for a high quality alternative to the After Effects compound blur.

The inbuilt compound blur just pixelates the image and increases the pixel size based on luminescence values of the "blur layer" then it relies on the scale sampling to created the blurry look. This leaves me with horrible pixelation.

Any recommendations on a 3rd party plugin that isn't going to set me back more than $100? or an alternative way of creating a true compound blur?

You can use the native Camera Lens Blur, where you can use your own greyscale maps to control the areas affected for the effect.
