Use the Maxon App to update Supercomp.

If the up-to-date version of Supercomp is still causing After Effects to quit, disable Supercomp by locating it in Explorer and renaming it from "Supercomp_AE.plugin" to "(Supercomp_AE).plugin".  With current versions of After Effects, adding parenthsis to the plugin file name tells After Effect to ignore the plugin.  If you happen to be running an older version of After Effects, rename the file to "~Supercomp_AE.plugin".

There's also "SupercompHelper.p

Clean out the caches and, most importantly, do delete the actual preferences file in case it got tainted. Just uninstalling doesn't do that. Also of course do a proper cleaning of the caches, temp files and any remnants in the various Adobe folders before reinstalling.

I have done that. No dice. Cahe. Temp files. User and Local and Roaming folders. Nothing. Same issue with Element 3D, and any other third party plug-in, none of them will load. Only after I did those and tried a repair and roll-back of the OS, then to earlier versions of Adobe, and absolutely nothing is functioning. Yet, the software says that there is no conflict. I have a second seat, same configuration, on an much older PC, and it works OK. It's slower than ever, but the plugins do open. However, I can't work with the demands placed on content now with that, so this needs to get resolved.

At this point I would try a clean install of your operating system, Creative Cloud Desktop, After Effects and Media Encoder.  Test that before installing anything else, then continue with the most important thrid-party plugin.  Take the time to visit each plugin publisher's web site to verify that you are installing a current version.  Install addons and extensions last.

There's also "SupercompHelper.plugin".  Change that plugin's name to "(SupercompHelper).plugin" as well.

Alternatively, you can disable all of the Red Giant VFX plugins by renaming "Red Giant VFX" to "(Red Giant VFX)".
