Roto Brush bug?

Just updated after effects to current version.
Deleted my preferences file.
Frame rate is 23.976 for bothe the comp and video file.

I'm trying my hand at roto brushing for the first time. I made a comp from the footage. i double click the layer then select the roto brush tool. the cursor is now green with a crosshair in the center. I dont see an effects panel popping up though.
Im at the beginning of the cropped video and I click and drag a short line through the subject but then the green circle disappears and turns into a regular brush circle cursor. the bar for propagating appears below the footage as well as the roto brush effect controls.
Now everytime I click and drag the brush across the subject it just makes a a mark where i clicked and dragged. A paint effects appears in the effects panel too.
What is going on?!
