RotoBrush in AE not showing

Hello all, I am in the Layer window and have selected the rotobrush tool to paint a selection on to a video frame, just to try it out.

Obviously something isn't clicked, but in the video tutorial I'm watching the guy doesn't do anything but:

1. load a video into a comp

2. double click the video in the project window to open it in the layer window

3. click the Rotobrush tool

4. begin painting with the tool.

Everything is great up until it is time to paint, then there is only the regular arrow cursor. (yes I am in the Layer window not the regular timeline window.)

Also the various other buttons that should be at the bottom of the Layer window are missing (freeze, and the other rotobrush buttons)

So, something is turned off, or there is a bug, I'm doing it exactly like the guy on the video, but...no green paint brush.

So my journey ends here, any help appreciated, this looks very useful to a guy who has been rotoscoping for 20 years with masks (yikes).
