S_shake motion blur

I downloaded sapphire and wanted to use s_shake but once I enable motion blur on s_shake it starts glitching and it looks really bad I tried it in multiple project files and restarted my computer and all that it also seems to be the only effect in that plugin with such an issue

You'll have to take it up with BorisFX/ GenArts. If it's just specific to a single effect, it is no doubt a real bug and they have to fix it. Otherwise there's no reason to assume that the same code that works across all other effects shouldn't work in a single one.
