Scale Speed Influence Set to 16% not 33%

Anyone else having this issue? When animating keyframes that already have easy ease applied they usually default to 33% speed influence for all properties. For some reason when animating Scale keyframes (in AE 2022) it is defaulting to 16% speed influence for some keyframes (see screenshots).

This is especially frustrating when animating position and scale together as it causes it to look like the layer is swinging into place when the keyframe influence speeds are different. If you select the keyframes and hit F9 again is fixes it. But why is it defaulting to 16%??
