Slanted/asymptotic ruler

Some settings, I'm gathering, just don't exist (yet). So, what, if you could tell me, is the best way to make a slanted ruler in AE so that I can make verticies snap to that instead of the perfectly straight one? And is there a way to effectively program a slope into it? Thanks.

Long and short: Nope. Unlike Illustrator, AE has no custom guides function or any of that. All you can do is try to rely on the notoriously bad snapping of shape layers and their sub-entities or use scripts to align stuff based on custom criteria and non-interactively after the fact. If you need specific math nerdery like obeying certain angles and placement rules, you likely will simply have to program something yourself or come up with workarounds liek settings things up in AI, then importing into AE. Certainly a better explanation might help to clarify what you actually need.
