Is there a plugin for speed motion / time remapping for AE? If so, can anyone recommend one?

AE has such functions built in by ways of the native time-remapping and the timewarp effect, but if you realyl need some more options, RevisionFX' Twixtor is way to go.

Hi, I want to create speed ramps. The native AE tool doesn't have much control, so I am looking for an alternative.

It's really easy to control the playback speed and smoothly change it in After Effects if you use the Graph Editor and use the speed graph instead of the value graph. As long as your speed changes do not require slowing down the video so you get more than 3 or 4 copies of the same frame. No 3rd party plugins are required. 

 

If you are changing the speed of a nested comp (pre-comp) that contains no video but is just animated graphics, text,  or shape layers, then no third-party plugins are required at all because After Effects will smoothly calculate all the tweens between keyframes in your nested comp.

 

I posted a detailed comment about using the speed graph and time remapping. If I find it I'll post a link. I would use the same graph editor technique to control and smooth out speed changes with any third-party effect that changes speed.
