The Pen Tool is stuck on Add Vertex Tool in AE 16.1.3(build 5)

Updated to 16.1.3 last night. The Pen tool is not working properly. First could not move the layer that had a mask on it. Turned off the mask through the viewer display. Tried creating another mask, creates the first vertext then it stays stuck on the Add vertel tool with the plus (+) icon. This is on Windows 10.

    I've tried this and the pen tool is working correctly. Try to delete your preferences. As soon as you launch AE hold CONTROL+ALT+SHIFT. You will be prompted to delete the preferences file. Clicl OK and try again.
