Track Camera and 3D Camera Tracker

Track Camera comes under Tracker title and 3D Camera Tracker comes under Effects & Presets title. I wish to know whether they are same or different. Because both of them have a same analyzing procedure.

They are the same. A drone shot like this one of a surfer riding a wave cannot be Camera Tracked because everything in the shot changes shape. Tracking the camera requires a lot of fixed geometry in the scene to calculate changes in parallax.

This handheld walking shot of surfers walking on the beach can be Camera Tracked because the foreground rocks in the sand and the mountains in the background are static objects that do not change shape. It may require you to remove the trackers on the surfers or use masking to remove them temporarily from the shot to get a good track, but you should be able to solve for the camera successfully.
