Hello,
isn't it more a question of streamlabs, so that you should try all the hints in your cited link? Or - because the thread is already closed - you could open there a new one.

Impossible to say anything. you have not made an effort to provide actually usable info like exact settings, version info and whatnot.

You need to pick a format that supports alpha channels and make sure that your output module is set for millions of colors + alpha and set the color mode to Straight Alpha.
There are a bunch of presets in the Output Module. Lossless with Alpha is one of them. Until you have taken the time to study and understand video standards, color, compression, frame sizes and frame rates you have no business creating a custom setting in your composition or output module. For now, just use the presets. That is why they are there. Do not expect a Lossless with Alpha file to be small or playback with a transparent background in a media player or on the web because that file type is designed to be used in production and not distributed to the public. There is no video format that will play in a standard media player with a transparent background. It will always show up as black.

so i cant save my file like the file on video without background?

The Lossless with Alpha preset will give you a video with a transparent background that you can use in Premiere Pro or After Effects or just about any other NLE to put on top of another video, but the video will be lossless, the file size will be big and media players do not have transparent backgrounds so you can't see through the video and see anything below the media player.
If you need a transparent background to put a moving image on a website you need to be using other tools. If you need a transparent video to composite or layer in your NLE then Lossless with Alpha is your tool. This is not a limitation imposed by Adobe, it is how video and media players work. There is nothing you can do about it except to choose the right format for the job.

In order to render a video file to the PNG codec for video (with or without transparency), you’ll have to downgrade to a version of After Effects that still uses QuickTime as a system driver for time based media. After Effects CC2017 or older will work. If on Windows, you’ll need to have the QuickTime components installed as well. If on Mac, you’re good to go.
As you’ve noticed, most video CODECs do not support transparency. As such, it’s unfortunate that remdering to PNG is no longer supported in CC2018 (an issue attributable to Apple, not Adobe).

how can i downgrade to 2016 version?

You don't need to downgrade. You don't need Quicktime PNG, there are at least a dozen other alternatives. If you want an animated Gif then just pick the lossless with alpha preset in the Output Module, render the file, open it in Photoshop and export the movie as an animated gif.
You can't expect to be creating videos without doing some homework. Spend some time studying.

Heya tl:
After taking a closer look at the streamlabs link, it looks like you'll have to go with an animated GIF with transparency.
If you render a movie from AE at Best Settings Lossless with Alpha, you can open that in Photoshop and then use the legacy Save for Web option to save an animated GIF with transparency.
I think the longest duration that PS will export with an animated GIF is 500 frames.

Ae Comp added to Render Queue with the "Best Settings" template and "Lossless with Alpha" template.

Save for Web (Legacy) window after opening movie in Ps and choosing File > Export > Save for Web (Legacy)....

Resulting animated GIF with transparency.

P.S. If you decide you're going to create animated GIFs frequently from AE, definitely check out GIFGun for After Effects (GifGun - aescripts + aeplugins - aescripts.com).
