I recently installed After Effects and got the latest version, I wanted to do some editing so I added presets in the folders where it said user presets in After Effects, but when I go in After Effects and I click the burger menu on animations it does not come up with user presets, Please help I have looked everywhere and I can not find a solution.

Had you had any previous versions of After Effects installed?  I had an issue a few releases back that was very similar and had to copy my presets into a 2020 folder, despite being on 2021.  At one point, I had to place them in CC 2015, but that was resolved.

I've remembered a bit more about how I tracked down the problem.   Try creating a preset with an easily searchable name (e.g. "annoying glitch"), then if you're prompted on saving to save it to a different location, make a note of that location.  That's where you should put your presets.  If you're not prompted, then go to Windows Explorer > Documents and search for "annoying" and it should show you where the folder is.
