weird glitchy pixel things

Question

so i dont know much about what this is, but it goes away when i switch it to quarter , not fully though, theres still like the weird pixel things , just not as much, its really reallly annoying, and i havent found a way to get rid of it, does anyone know what to do???

Well, this is a clear sign that your computer is poorly configured or doesn't have adequate resources, so hardware acceleration functions do not work. The odd size of your screenshot would further confirm that you are running AE on a computer that does not meet the minimum system requirements. So there you have it. This may in fact never work under those conditions. Aside from the usual "Update your graphics driver and check your hardware acceleration settings" there isn't much you can do, anyway.
