In the new versions of the After Effects where is this scroll?
I only see this.

Yes Gutterfish is right that scroll bar was removed several versions ago and there is no way to go back. But if you wish to scroll through your comps as it was possible with that aditional bar - just press and hold Spacebar key and catch/move through your comps.

Cool.  I didn't even know about the drag option.  That's pretty "handy"

Yes it is. And it is (here I have to give thanks to AE coders and Beta team) because that, even though you gave to use Spacebar + Mouse it is much easier  to hit comp name tabs than trying to catch that small horizontal bar that was avaliable before.

Feature was removed many versions ago and I was not happy to see to go. If you hover over the tabs and use your mouses scroll wheel it will fly through the tabs at an uncontrollable speed.  Not quite the same but...I could write a 10,000 word rant about Adobe's choices.  It ain't gonna change anything.  Accept,  Adapt & Answer as many questions as you can.  That's the smart way forward.
