Nope, it's not 10 seconds of code. On soem days I would agree that Adobe are just lazy not implementing simple fixes, but this particular thing is more complicated and I can undserstand why it hasn't happened yet.

Still haven't explained what's complicated by it?

I just did a workaround hack by finding the text file where the hotkeys are stored and modifying the values myself and now I can use the keys that were previously unable to be reassigned to whatever I want. That took me like 10s to do. 

Just seems like some arbitrary gatekeeping on Adobe's part.

This is a limitation in the way AE handles properties on the timeline and those shortcuts affect how properties are displayed. Maybe one day it will be configurable, but for the time being you just have to accept the state of affairs as it is.

I'm pretty sure what you just said is "that's just the way it is". I can't see any functional reason why they shouldn't be able to be reassigned (if Adobe bothered to take the 10s to change that code). Every other software allows this.
