Advanced 3D doesn't support Motion Blur and several other features.

After Effects has three different render engines - each with their own capabilities and features AND things they can't do.  The Cinema4D renderer cannot cope with transfer modes for example.  But the renderer is part of the comp, not the project.

Try nesting your advanced 3D project inside another comp and / or  try the included CC Force Motion blur effect.

(Caveat: I'm not infront of my AE PC are the moment so cannot verify if these will work - i know nesting is how I get around transfer modes.)

You can apply an adjustment layer and add CC Force Motion Blur to it — that should work.
I'm not sure why applying it directly to the 3D object doesn't work, but this method is a viable workaround.
