it will be a good idea if the fonts also been collected while collecting the project, no need to link or need to be active in the new location where the collected project is being worked on, just keeping it in a folder will help the user to install the fonts if they don't have them in their system (since most of the fonts aren't available on Adobe Fonts). It will be a great feature that helps a lot of people who use a third-party method on the project pipeline instead of sharing via Adobe CC.

Font dependencies are listed in the report if you use File > Dependencies > Collect Files.

Choose "Generate Report Only".

Layer dependencies will be listed at the bottom, similar to the following:

   Layer:  Text Layer

      External dependencies:
Font family: “Sofachrome”, Font style: “Regular”

Fonts have copyright, too. That basically answers the whole question. Adobe cannot just arbitrary collect and distribute fonts. Even in InDesign or Illustrator the respective packaging/ collecting tools won't collect fonts nor embed them into PDFs unless they are earmarked to do so. So no, such a feature, while technically absolutely possible, won't solve your font issues and that kind of is the point.
