Am working through a lynda.com video on AE and the narrator shows a 2:01 length pre-comp inserted into a 40:01 length comp, and then time re-mapping the pre-comp.
In the video, the pre-comp layer gets stretched all the way across the comp's 40 seconds, but this does not occur on my end. I get an initial keyframe and one at the end of the pre-comp 2:01 mark, but the layer is not stretched across.
Both comp and pre-comp are the same size and frames per second.
Could the time remap function have changed since the narrator did the video a year or two ago? Something on my end a problem?
Just got off the phone with Adobe support, it is a known bug.
I tested it on the phone with the agent/CSR and it worked in some files, not on others.
He looked into it and stated: "Time re-mapping is being fixed and it is expected to be repaired by the next update which will be distributed in mid-October."

If you have the comp or movie layer selected and the footage or the composition is shorter than the main comp, and you use the keyboard shortcut Alt/Option + Ctrl/Cmnd + t or click the Menu>Time>Enable Time Remapping, or you use the pop-up menu by right-clicking on the layer in the timeline and the out point of the layer isn't automatically extended then you are probably not using a version of After Effects new enough for that feature to be implemented. The only other option would be that the layer has in and out points set but the actual duration of the layer (movie or nested comp) is longer than the comp. I know of no bugs.
If you are using an early version of AE that does not automatically extend the out point you can either drag the out point of the layer out or use the Keyboard shortcut Alt/Option + ] to set the out at the current time.

My version of the app is CC2018 15.1.2.
Perhaps this is a bug or my preferences are corrupt. I will revisit, thanks for your reply.

Try this first:
If that doesn't help mash down on all of the keys on the left side of the keyboard (Shift + Alt/Option + Ctrl/Cmnd the next time you open AE to trash your preferences or open up AE General Preferences by pressing Alt/Option + Ctrl/Cmnd + ; (or use the menu) and go to the bottom and reveal the preferences.txt file and rename it or move it and re-open AE.
If that doesn't fix the problem let us know.

I followed @Rick Gerard's advice to precompose the layer and select the option to move all attributes and adjust composition length, and that is what made this work for me. Followed by the steps to time remap with the loopOut() command, as found in this tutorial. Thanks @Rick Gerard!
