After Effects 2018 on Windows 7

Running Premiere 2018 on a Windows 7 machine. The installed version of AE is 2017 and the essential graphics are offline. We can't seem to upgrade the version of After Effects in order to use the essential graphics? Our IT guys suggest Windows 10 with CC2019 of both AE and PR but this will give us compatability problems with our other work stations
