After Effects CC 2018.2 Fails to Open. Windows 7

Three days ago everything was fine.

Today I updated (I think to 15.1.1.11) and when I went to open the application, it simply wouldn't even get to the Adobe splash screen.

I saw that there was a further update in Creative Cloud, so I performed another update - to 15.1.1.12.

But I have exactly the same problem, it instantly crashes.

I've tried rolling back - but this doesn't seem to work either.

Any one else having problems?

UPDATE:

This is not an After Effects only issue, it also effects Media Encoder and Premier Pro.

Clearing preferences does not resolve the issue.
