If you publish your video as an unlisted Youtube video you can use Google docs voice to text to create the subtitles for you. Subtitles missing? Generate them using Google Docs! - YouTube

This works pretty well. Not perfect but saves a lot of time.

Previous versions of Premiere Pro and Audition had a feature that converted audio to text and applied markers at the start of each spoken word. This let you easily generate subtitles.

You can still use an expression to make a source text layer read the text in a marker, but now you have to add the markers to the layer and enter the text manually.

The only other option is to purchase a 3rd party solution. If you have a bunch of these kinds of projects to do it might be worth the investment. There are several extensions that you can buy. This is much faster and easier to do in Premiere Pro than After Effects. There is no reason at all to go to AE for simple subtitles.
