Dots to assemble map

Hi!

I’m working on a project that is largely inspired from the Apple Intentions video (https://www.youtube.com/watch?v=LcGPI2tV2yY).

I want to make a bunch random dots that are moving around randomly then assemble into a map, and then start to vary the size of the dots that represent the map to show density areas. (See image attached for ref)

Any tips or suggestions for the animation procedure? – Hand animating all the dots would be a ton of work but maybe that’s the best/only way?
