Footage clip stuck at timeline start

Footage Clips stuck At timeline start, when I try to move, it Just Adjust the duration. This is on an adjustment layer. I tried to duplicate the layer because it has an effect on it and now it is stuck at the beginning

    If I duplicate a layer it aligns at the start if the timeline also

    this is hardly a proper screenshot. no need to use your phone to show a part of you screen when you have printscreen or the snipping tool. how are you duplicating your layer? Ctrl+D? show a proper screenshot of your whole Ae interface.
