Use Effect>Stylize>CC RepeTile. Adjust the provided "Expand ..." parameters and you'll be fine.

AT the moment you pointed out in the video notice the bounding box of their image fills the entire window.  Your bounding box is cropped to the edges of your art work. That's why it doesn;t work the same as in the video.

You need to pre-comp your atwork in a comp the size of your main comp, enable collapse transforms and then apply the repetile effect.

With CC Repetile, it's actually better not to precomp to current Comp Size. I'm not sure what OP wants. His original video and the subsequent he posted are two different things as far as I can see.

CC RepeTile is based on a layer's boundaries. Hence, if a layer is such that its active/pixel edges also represent its layer boundary and this layer's edges/size is smaller than its comp and said layer is precomposed, the resultant nested comp will have a border. Then, if you apply CC Repetile, the 'adopted' border will also be part of the tile. In the OP's case, I doubt this was intended. And in many, though obviously not all, cases the addition of a border from first precomposing the layer, is not something that is desired.

Ah.  I see.  But that's why I said to collapse the preComp's tranforms.  Collapsing transforms adopts the borders of the comp.  Although it could cause other problems depending on the set-up I guess.  Unless I'm misunderstanding you.

Assuming we have the following scenario -

Main Comp = 1920x1080

Layer A in Main Comp = 400x400

If you select Layer A and then precompose it, Layer A's parent composition will be set to 1920x1080. Then, Layer A's child comp (nested comp) in Main Comp is of course also 1920x1080. But out of this 1920x1080, you will only have active pixels over a 400x400 pixel area. When you now apply CC RepeTile,  you'll see nothing cos the additional pixels created by CC RepeTile when adjusting the Expand parameters, will exceed the comp boundary. It's just the way the effect works - it does so by working with a layer's boundary.
