I'm interested in After Effects because I want to eliminate a background and make it green screen.  Is After Effects the only kind of program that will do that or is there any other software ?

Hi. To answer your original question, there are several other programs which will do it (some free) like:

    Fusion 9 | Blackmagic Design

    https://fxhome.com/express

    or these:

    https://windowsreport.com/rotoscoping-software/

this video is a news conference of Obama.  They eliminated his background and added a green screen to it.

Also..  I see you have posted the same question 3 times.   The one you posted on the 23rd was answered, by Rick,  the same as it was here.  So..were you expecting a different answer?  Are you going to keep posting the same question until you get the answer you are expecting?  I'm deleting the other two threads

Do you want to shoot on greenscreen and then replace the background or do you want to separate something from a normal background? One operation is called keying, and After Effects, Premiere Pro, Final Cut, Fusion and a bunch of other apps will do keying. The more specialized the app, like After Effects or Fusion, the more control you will have when creating the matte (transparency). If you are talking about removing an ordinary background then that is called Rotoscoping. Some NLE's have that feature in a limited way, but most of the time you need a separate app for that. After Effects is good at that.

If you choose to learn After Effects expect to spend a couple of hundred hours learning about the UI, the workflows, video formats, compression, video standards, the principals of animation, and about a hundred other things. You will be completely lost if you just open up AE and start poking around. It's about 1000 times more complex than Photoshop and you can get lost very easily.

first, I want to convert a video with motion that has a background to green screen.  I don't need help with a photograph, that's simple.  I want to know if any other software can remove a video with motion background to green screen besides Adobe.

T here would be no reason to change the background to greenscreen unless you want the final video to have a green background. The reason to shoot video against a solid colored background is so you can remove that background. That process is called rotoscoping. Here's a simple short demo of Roto by hand using After Effects:

After Effects, and many other visual effects apps have this ability. If your footage is shot with the right kind of background After Effects has another tool you can use called Rotobrush.  This tool will automate the process but it WILL NOT work with all shots. The shot in the Simple Roto demo is not a candidate for Rotobrush because the Dog is the same color as the carpet and no automatic solution is available. You have to carefully plan and shoot with automated rotoscoping (Rotobrush) in mind. All roto operations are time-consuming and not nearly as accurate as shooting with on a green, or any other suitable color, background. Green is very common because it is fairly easy to remove the green spill from flesh tones. Blue, red, and purple can also easily be used with people. Shooting greenscreen footage also requires a great deal of skill and a visually lossless format. That means that you really need professional equipment if you want to do a really good job. Footage from a smartphone or consumer camera may bet you by, but for really good work you need 10 bit visually lossless footage that is properly exposed.

Here's a little info on how to use Rotobrush: Roto Brush and Refine Matte in After Effects - Adobe Help.  It is not an easy tool to use effectively. You have to study the user guide to have any hope of success. After Effects is also not the only software that has this kind of tool.

why is it so hard to get a straight answer to something so simple to ask ?  My video has a background, I want to eliminate it to green screen solid color.  There must be some software that does that without all the rest of the editing tools I don't need.

It's not really a simple thing.  Read Rick's posts thoroughly.
