Is there a Blur Tool in After Effects?

Hello,

I'd like to blur over some small sections of a layer. (not the whole layer)

 

Is there a tool that I can "paint" some blur on a layer?   (similar to photoshop blur tool)

Nope. You paint on a track matte and use it to control where an effect is applied either as an adjustment layer or by indeed using it as a amtte on a blurred duplicate of the layer.
