Wacom tablet with multi-touch switches to hand tool when scrolling

This just seemed to happen recently.  I haven't updated my wacom drivers, and I haven't updated AE in a bit.  For whatever reason, when I use two fingers to scroll a panel (like the timeline), it switches to the hand tool and it starts "dragging" the panel to scroll, much like if I held down spacebare and dragged in the panel.  It's really bizarre, and definitely NOT helpful because it doesn't scroll in the direction I have it set in Wacom, and, it locks up and prevents you from left-clicking sometimes.  This affects all parts of the UI, anything that can scroll (settings, effects, timeline, etc.) will switch to the hand tool and "drag" the content rather than just smoothly scroll the panel like normal.

Has anyone else come across this issue?  Any recommendations for how I can get it back to just scrolling normally without invoking the hand tool?

Tablet:  Wacom Intuos (small)
Driver: 6.3.42-3
OS:  Windows 10
AE version:  17 (build 557)

One bit I forgot to mention:  Windows has updated a few times in the past month or two.  I work on a business machine that is remotely managed and updated automatically, so I don't have a say in when or if I will upgrade to the latest windows version.  This is possibly part of the sudden change to how AE may be interpreting two-finger scrolling within the UI...
