Adding filters works on one filter but not the other

I've been working on this animation for a while and have been creating symbols and adding filters to them. Its been working but all of a sudden refuses to work on my newest symbol.

Please Help!

it doesn't look like you have a movieclip (or button or text) selected

that still doesn't explain why I can add filters to one and not the other even tho they are the same
