Animate File->Publish Settings... Not working?

In Animate v19.2.1, when I try to view the Publishing settings via the File menu, or indeed the File Publish option, all I get is the error response "No valid HTML Templates are available to complete this operation", and no publishing settings dialog appears?

What can I do to resolve this to correct this problem?
