Can not ad brushes to the document

Hi,

Is there anyone here who can also not select a brush from the library to 'ad it to the document' ?

with the new fluid brush tool as well as the classic brush tool, i can not acces the brushes in the library. Double clicking does not work. In Adobe animate 2019 the old brush tool worked fine.
