Can't import color palette, CLR files, into Animate

I've made a custom palette with colors in one project file and I'd like to import it into another file. I've saved the CLR file correctly, but in the swatches menu I've used both "Add Colors" and "Replace Colors" and neither option works... When I click those options nothing happens.

I have the latest version 23.0.2.

I know for sure I've imported saved palettes into Animate. It seems like every update this program has, it gaslights you into thinking you can do something but now all of a sudden I can't? Ridiculous.

I don't know what version I have to revert to in order for this to work but it's annoying and inconvenient.
