Distorted / Pixelated png files after scaling down

Hi,

 

I'm new to Adobe Animate. I have created larger images on Procreate and exported as png files. 
Imported it on Animate and scaled down to ~25%. Image looks distorted/pixelated. Usually on photoshop, clarity will be almost same after scaling down but not happening in Animate. 

Is there any other format to be used in Animate from Procreate?

    I think I found a solution. 

    - Import the png images

    - drag it on the scene

    - Trace bitmap

    - Scale down

     

    Now i'm looking for adding stoke to this. (It is easy in photoshop.)
