Frame rate changes with symbols

Hi,

Whenever I add a symbol into animate, the frame rate decreases significantly (from 24 to 8 or less).  Never had this problem before.  Anyone know why and how to fix this?

create a new fla

save it to a new directory

create a symbol and add it to your stage

any problem?
